The need for organizations to ensure digital sovereignty and service continuity has grown rapidly within EU. To respond to this demand, we have prepared an upgrade to our hosting services that enables our clients to move from U.S.-based infrastructure to a European-owned alternative. In practice, this means transitioning our Silta hosting environment to European infrastructure operated by UpCloud.

Driven by client needs: more control and predictability

For many organizations, the geographic and legal jurisdiction of hosting and IT infrastructure has become a key risk management consideration. Infrastructure owned and operated within Europe helps ensure that services and data remain under EU legislation and are protected from the direct impact of foreign laws such as the U.S. CLOUD Act.Opens in a new tab

Moving to EU-based hosting is entirely optional and based on the client’s own decision. If no changes are made to the hosting environment, there will be no cost impact, and existing agreements will remain unchanged and fully valid.

We want to respond to the clear demand we have seen across multiple sectors and provide a concrete option for situations where digital independence, security, or operational continuity are critical factors.

A phased migration toward a European infrastructure foundation

In the first phase, we will replace the critical Google Cloud infrastructure capacity used in our Silta environment with capacity delivered from UpCloud’s European data centers.

At this stage, some components relying on U.S.-based providers may still remain in the environment. However, these do not play a critical role in service delivery. Our goal is to replace these components with European alternatives in later development phases as part of the service's normal evolution, without increasing overall costs.

The key objective of this solution is to ensure service continuity even in disruption scenarios where U.S.-based services would not be available.

Optional migration — effortless with a fully managed approach

The move to European infrastructure is offered as an optional service at this stage, as it affects the cost structure of hosting services and may require contract updates.

If your organization chooses to proceed, Wunder will manage all technical measures on a turnkey basis. Capacity availability will be confirmed individually for each migration project.

An investment in digital sovereignty

The higher operational costs of European infrastructure and the significant development investment required are reflected in the pricing of infrastructure capacity. For clients choosing the migration, this means a 13.4% increase in capacity costs. No additional fees — for example, those related to the migration itself — will be charged to our clients.

We have received strong signals from our clients that moving hosting into a European jurisdiction is important for some and absolutely critical for others. We see this as an investment in digital sovereignty, risk management, and operational continuity — factors whose importance continues to grow in a changing geopolitical environment.

Would you like to discuss what this means for you?

We would be happy to discuss what moving to European infrastructure would mean specifically for your digital services, the benefits it could bring, and how it could be implemented most effectively.

FAQ: EU-hosted services and digital sovereignty

What does digital sovereignty mean in practice?

Digital sovereignty refers to an organization’s ability to control its digital services, data, and infrastructure independently of external political or legal risks.

In practice, this relates to where data is located, which legal jurisdiction services operate under, and how dependent the organization is on individual technology providers.

EU-hosted infrastructure helps ensure that services and data remain under European legislation.

Why are organizations moving to EU-hosted services?

The most common reasons include:

  • security and risk management
  • regulatory and compliance requirements
  • reducing dependencies on global infrastructure providers
  • ensuring operational continuity in contingency situations
  • transparency of data location and governance

For many organizations, this is about strategic preparedness for future risks.

How does European infrastructure relate to the CLOUD Act?

The U.S. CLOUD Act allows authorities, under certain conditions, to request access to data held by U.S. companies, even when the data is stored outside the United States. This legal framework can create challenges, for example from a GDPR perspective.

Infrastructure owned and operated within Europe reduces jurisdictional exposure to the CLOUD Act and the risks associated with it.

What does the change mean for our service in practice?

If you decide to move to European infrastructure:

  • your service will be migrated to UpCloud’s European data centers
  • Wunder will manage the technical implementation on a turnkey basis
  • service functionality will remain unchanged
  • the migration will be planned to minimize business disruption

From the client perspective, this is a controlled infrastructure upgrade.

Will the environment be fully European immediately?

In the first phase, we will migrate the critical infrastructure capacity to European providers.

Some components relying on U.S.-based providers may still remain initially, but they are not critical for service delivery. Our goal is to replace these components with European alternatives in later phases.

Does this improve security?

European infrastructure alone does not determine the level of security, but it improves overall risk management by:

  • clarifying legal jurisdiction
  • making data location more predictable
  • reducing external dependencies
  • improving operational resilience in disruption scenarios

Security always results from the combination of architecture, processes, and operations.

Why do costs increase?

The operational costs of European infrastructure are higher than those of global hyperscale providers. In addition, the migration requires development work on the service platform.

For clients choosing the migration, this results in a 13.4% increase in capacity costs.

We see this primarily as an investment in digital sovereignty, risk management, and long-term operational resilience.

Is the migration mandatory?

No. The move to European infrastructure is offered as an optional service at this stage. We are happy to help assess whether it makes sense for your organization.

How long does the migration take?

The duration depends on the size and architecture of the service. Typically,  to fully complete the project usually takes a few weeks, but it can take less or more depending on multiple factors on the client's, hosting's, and Wunder's end.

A detailed timeline is always assessed service-by-service.

What are the long-term benefits?

Key benefits include:

  • improved digital independence
  • reduced legal risk
  • better preparedness for geopolitical changes
  • more predictable data governance
  • improved service continuity

For many organizations, this forms part of strategic risk management.

Who is EU hosting particularly recommended for?

Dependence on U.S.-based hosting providers can create challenges related to security, service availability, and third-party dependencies.

Moving to European hosting is particularly recommended for organizations for which the following are important:

  • public sector or critical service requirements
  • sensitive data
  • high compliance requirements
  • geopolitical risk management
  • long lifecycle digital services

Supporting the European technology ecosystem and strengthening resilience

By enabling clients to move to European infrastructure, we also contribute to strengthening the European technology ecosystem and reducing structural dependencies — an increasingly important perspective for many organizations.
